Ms. Kramer has a broad-based practice counseling and representing employers with regard to their compliance with federal labor and employment laws and regulations. Her practice focuses on compliance with the Fair Labor Standards Act, Service Contract Act, Davis-Bacon Act, and Executive Order 11246. She also counsels and represents federal employees on workplace issues.

Ms. Kramer joined Fortney Scott after a 25-year tenure at the U.S. Department of Labor, where she served for 16 years as Deputy Solicitor for Planning and Coordination, the highest-ranking career employee in the Office of the Solicitor. At the Department of Labor, she oversaw a staff of approximately 500 attorneys and provided legal advice to the Solicitor of Labor and other high-ranking Department of Labor officials on matters relating to the Fair Labor Standards Act, civil rights and affirmative action, occupational safety and health, mine safety and health, black lung and longshore benefits, prevailing wage laws, and administrative law. Ms. Kramer served as Acting Solicitor of Labor on several occasions during both Republican and Democratic Administrations. She is the recipient of numerous awards and honors, including the Philip Arnow Award, the highest award conferred by the Department of Labor.

Before joining the Department of Labor, Ms. Kramer served as a trial and appellate attorney in the Civil Rights Division of the U.S. Department of Justice. She argued before the federal courts of appeals in cases arising under the Fair Housing Act, Title VII of the Civil Rights Act of 1964, the Voting Rights Act and other federal civil rights statutes, and worked closely with the Office of the Solicitor General in briefing civil rights cases before the United States Supreme Court.

Ms. Kramer is the co-editor of the Federal Employment Law Insider monthly newsletter and a frequent writer and lecturer on employment law issues. She is the co-author of the HR Question and Answer Book (1st and 2nd Editions)(Thompson Publishing) and Employer's Guide to Preventing Discrimination (Thompson Publishing).
